Plain text emails are a pain to scan. We can design a nicer email template with better readability and visual hierarchy.
Instead of IRC that is old way to chatting with people should be replaced with Google Plus that is easy to use by country/Language.
I personally think that the forum on Drupal.org needs to be updated using a modern software like phpBB or vBulletin. If we updated the forums, then people could gain support, advice, tips, and knowledge of Drupal by actively talking to its community in a better organized and controlled environment than the one they are presented with today.
This is an out of the box idea. While readingm please forget technical difficulties. Look at other software: Firefox/chrome/mobile apps. They all auto update. Could we not arrange that the drupal core (or a distribution) automagically updates itself? The burgeoning issue queues are a big drag on the velocity of the core development. Significantly increased community participation is the most important part of the solution. Writing a booking that explains the hidden power of drupal apis. Example each api with a quick working example. The most needed explanation is how to deal with users, roles and permissions. how to deal with ubercart apis. Only 3 books exists that is aimed at programmers and to name them. Allow people to filter the module list for an implementation difficulty level. That way, non-technical people with a Drupal site and no time / interest in the technical parts can filter for "plug'n play" modules, while others might also like to have "some configuration involved" up to people who don't mind "API only" modules.
Allow to easily bookmark / favorit any news. forum post, anything and show latest bookmarks in sidebar instantly
Adding http://drupal.org/project/admin_menu to any of the website makes easy & fast crawling within the website.
Such facility can be enabled for logged in users.
